Technical assistance for civil society development in Ukraine

The project aims at providing technical assistance for the implementation of EU’s civil society programmes and projects in Ukraine, including those under the Ukraine Civil Society Support Programme.

The objective of the first component is that CSOs are better able to engage in sector policy dialogue and reforms at national and regional levels and to monitor the implementation of government commitments. This will be reached by strengthening the CSOs technical and organisational capacities and also through improved cooperation and networking. An extensive capacity development training programme will be implemented embracing policy analysis and development, cross-cutting issues, EU project management, communications (for grassroots and public engagement) and visibility, sustainability and social enterprise (including social service delivery issues). Networking, particularly at the regional level, will be done by building upon and collaborating ongoing initiatives, such as RPR regional forums and iHubs for SME start-ups (established in Kyiv, Lviv, Vinnitsa and Chernihiv).

The second component focusses on the EU Roadmap for engagement with civil society and Ukraine’s National Strategy for Civil Society. The project will promote the CSOs to play active roles as partners in dialogue and in oversight, to highlight the value of CSO participation in domestic policies, thus contributing to socio-economic development and a more inclusive society. A special attention will be given the involvement of CSOs in social service delivery. This component provides the background for a structured approach towards CSO engagement both by Ukraine and from the EU side.

Component three is about communication. Through improved communication, outreach and knowledge-management CSOs roles in reforms will be enhanced and public awareness of CSOs’ activities increased. Also the EU support to civil society will be better promoted and highlighted. The project’s website will include an online help desk and provide a comprehensive knowledge management system where CSOs find and give information. The website will also contain online training courses and other educational information for CSOs. The component will also assist CSOs in PR campaigns, by which they can become embedded into their communities, while also, promoting the EU in a better way.

Component four will ensure relevant CSOs to better manage EU supported projects, through the provision of a virtual/expert help desk. The project will provide support and guidance to existing EU grantees, assist the EUD in the management and organisation of new calls for proposals. A part of the website in component three will be devoted to specific aspects of the EU grant management process as well as guides and manuals.

Taken together, the four components, as implemented, provide a comprehensive approach to assisting civil society development in Ukraine.
