SIPU International facilitated the achievement of a common understanding of the labelling and definitions of issues referred to violence and crime against women, making use of both the international know-how and experiences of interest to the urban and rural realities of El Salvador and making use of the accumulated valuable local/national/regional experiences. This also included, as a starting point, an inseption phase to determinate the current status of the gender violence in El Salvador, recollect all the gathered information and actions realized in the past, as well as to make a diagnose of the capacities of the relevant institutions to respond to this problem. The proposed methodologies were adapted to the national cultural context, the attitudes regarding gender violence existing in the national context as well as seeing the problem as a power related issue. The first phase was characterised by identifying the existing knowledge amongst all the stakeholders of the project. In this phase, the foundations was laid for a consensus concerning the conceptualization of the related issues. The Second Phase considered the documentation of this knowledge (in this case the Gender Violence Protocol and the Gender Violence Information System, that were also used to develop Training Workshops and materials). The Third phase included the dissemination of the knowledge to all concerned stakeholders (Training and dissemination of relevant information) The pedagogical approach allowed the participants in the activities to learn by interacting, reflecting on the performance and proposing alternatives for problems encountered in the process of project implementation
Even though there already existed a mechanism of inter-institutional coordination the project promoted a multidisciplinary approach and identified the intra-institutional barriers present that guarantees effectiveness in the judicial system, police force, health institutions and civil society organisations. The Institutional Analysis was crucial in order to guarantee the sustainability of the Information System.
