Sustainable Management of Land and Environment in Zanzibar (SMOLE), Phase I
The overall objective of SMOLE is to reduce absolute poverty in the society through environmentally sound land management and socio-economic development. The specific objective for the SMOLE is to ensure that sustainable land and environmental management practices are in use to achieve sustainable development. The purpose of the SMOLE is to provide technical assistance and initial investments for ensuring that sustainable land and environmental management practices are in use in Zanzibar (in 2009). SMOLE contains four sub-objectives and sets objectives for the intervention as per component:
- Institutional development: capacity building of the relevant Ministerial departments to enable effective implementation of land and environmental and related policies.
- Land management: security of land tenure and sustainable use of land. The national land use plan will be prepared, and the land registration procedures will be established. A well functioning land register built upon the principles of good governance is expected to improve the base for land deliveries, the use of land as collateral, and the necessary formalization of informal settlements. The component also aims at facilitating development of land-and-resource based income generating activities in order to directly contribute to the poverty reduction both in the rural and urban areas.
- Environmental management: environmentally and socially sound land use planning and natural resource management and establishment of mechanisms where development projects are based on environmental standards and guidelines. This involves the development of Environmental and Social Impact Assessment (EIA and SIA) mechanism with appropriate environmental monitoring system and Integrated Coastal Zone Management (ICZM) programs.
- Awareness raising, on protection and sustainable use of land and wise use of natural resources, of all relevant stakeholders (communities, NGOs, civil society and public at large) through participatory approaches and using various media channels.
