Support to the Mid-Term Review process of the Swedish Strategy for the Democratic Republic of Congo

Sweden’s Strategy for International Development Cooperation with The Democratic Republic of Congo (DRC) covers the five-year period 2015–2019, comprising a maximum of SEK 1 250 million, of which SEK 1 225 million is for activities conducted by the Swedish International Development Cooperation Agency (Sida) and SEK 25 million for the activities of the Folke Bernadotte Academy (FBA). Activities within the strategy aim to contribute to the following results:

  • Strengthened democracy and gender equality, and greater respect for human rights
  • Better opportunities and tools to enable poor people to improve their living conditions
  • Improved basic health
  • Protecting human security and freedom from violence

The purpose of the MTR was two-fold:

  1. to provide strategic recommendations for the remaining period of the Strategy in order to fulfil the expected results. The review assessed if the current contribution portfolio is relevant for achieving the objectives set out in the Strategy and whether the implementation of the portfolio is “on track” and can be considered effective and efficient. The findings and recommendations of the MTR was intended to be included in an In-depth Strategy report for the period 2015-2017, and
  2. to provide analysis and recommendations to the Ministry for Foreign Affairs to inform the government’s instruction to Sida for development of the next strategy proposal.
