Public Financial Management Training

In the Economic Growth and Poverty Reduction Strategy Paper (EGPRSP) for 2004 – 2006, the Government of Moldova (GoM) has set the goal to create “an efficient and sustainable public financial management system, based on effective instruments and mechanisms, designed and operating to European standards”. To attain this goal, GoM implemented, with the assistance of the World Bank (WB) a Public Financial Management Project (PFMP) that aimed to modernise the Moldovan public finance system over four years (2006 – 2009).

The Training Capacity and Training component, had a specific objective to develop civil servant skills in managing public finances, by the Academy of Public Administration (hereinafter - APA)under the office of the President of the Republic of Moldova. The civil service training is managed by APA’s Department for Continuous Training. Additionally modules 13-18 were developed for the Ministry of Finance.

A Sida-financed trust fund assisted in developing the capacity of APA and provided skill-oriented civil service training. A consortium of SIPU International AB (SIPU) and the Swedish National Financial Management Authority (ESV) was contracted for this assignment.

The Project contributed to the establishment of capacity for modern civil service training in the Academy of Public Administration. Upon completion of the Project, the Academy had a cadre of trained trainers, a developed curriculum, and training materials for 18 modules in areas related to public financial management.

Each year six training modules were developed and piloted. The developed modules were the following:

  5. Program development and management
  6. Macroeconomic forecasting and planning
  7. Organisational management
  8. Risk management
  9. Civil service ethics
  10. Communication in public administration
  11. Public procurement
  12. Financial management – general course
  13. Internal Audit
  14. Budget Classification
  15. Communication and Negotiation in the Budget Process
  16. Budget Preparation
  17. Budget Execution.
  18. Internal Control
