Programme de Consodilation de l'Etat et du Monde Associatif (Pro-CEMA)
The overall objective of Pro-CEMA is to contribute to the achievement of the objectives of the Strategy for Accelerated Growth and Employment Promotion (SCAPE) by supporting the consolidation of local governance and the involvement of civil society in the definition, implementation and monitoring of development policies.
Pro-CEMA is divided into two components:
Ø Local governance. It concerns support to the decentralisation process and in particular the improvement of local taxation and modernisation of the civil registry at local level.
Ø Associative Sector-State, object of the present contract.
The general objective of the Component 2 of Pro-CEMA is to contribute to the achievement of the objectives of SCAPE by supporting the consolidation of local governance and greater participation of civil society, including autonomous women's organizations, in the definition, implementation and monitoring of development policies.
The expected results of the actions carried out during the period covered by the programme are as follows:
R1: Umbrella CSOs, both professional and representative, are able to strengthen the capacity of their members, especially women and girls, to fully play their role as actors in the development and monitoring of government action;
R2: The State promotes, supervises and engages in dialogue with associations;
R3: The participation of women and girls in public and political life and in the management of local affairs increases;
R4: The cultural world is part of civil society dialogue actions and has better conditions to participate in the citizen debate.
Its specific objectives are to contribute: i) to the State-civil society dialogue for the definition and implementation of development actions; ii) to the participation of women and girls in local public and political life and iii) to the involvement of the cultural world in the citizen debate.
