Monitoring and support to Kosovo Forest Agency (KFA) for implementing the project “Silvicultural Treatment of the young forests in Kosovo” II
The Policy and Strategy Paper on Forest Sector Development in the Republic of Kosovo 2010-2020, was approved by the Government of Kosovo in February 2010.
Sweden committed to supporting a priority implementation project (PIP) for “Silvicultural treatment of the young forests”. This contribution supported the prioritization process for the implementation of the forestry strategy, and at the same time increased the understanding among stakeholders in MAFRD and KFA for the process.
The Kosovo Forest Agency is executive agency for the Ministry of Agriculture forestry and Rural Development, responsible for managing and protecting the public forest in Kosovo. The capacities at KFA are weak and they have not been able to “drive” the processes as outlined in the forest sector strategy document. The KFA have not managed to create a solid connection between the strategic plan and the budget and costing for forestry. The project started implementation in 2014 and the administrative instruction was approved for this type of forest interventions. The consultant team supported KFA in drafting the operational plans and drafted a tender dossier and the procurement process was launched. The procurement process has been carried out in accordance with Kosovo Procurement Law. However due to a large number of non-responsive bids from the companies, the procurement needed to be repeated in three out of four lots. A number of recommendations have been provided by the procurement consultant to the KFA procurement unit, to consider when revising the tender dossier for the second round of tender for the remaining three lots.
