IOCC – PFM Reform

The purpose of this project was to develop Incentives, Organization, Capacity Building and Consensus Building for the PFM reform. As part of the overall reform planning these areas of intervention had been identified as critical and SIPU took part in a specific consultancy to investigate problems and suggest strategies and solutions, as well as preparing detailed proposals related to necessary training, a merit based pay initiative linked to the reform efforts which was implemented, organization of project management and implementation. Much of the organizational proposals were implemented.
