In-Depth Study on TVET/Youth Economic Empowerment and Skills Development in Liberia

This is an in-depth study of the embassy support to TVET/youth economic empowerment, and identification of new and innovative areas to support for youth skills development and empowerment in Liberia. The intended use of this in-depth study is to:

  • Guide the Embassy on how to proceed with youth empowerment programmes, within the present context in Liberia and within the framework of the Swedish Development Cooperation Bilateral Strategy with Liberia.
  • Guide the Embassy in making decisions on additional support to TVET and youth employment initiatives including in other programmes in the portfolio related to employment and economic opportunities.
  •  Contribute to the Embassy thinking and actions in support to enhancing opportunities and tools for especially women and young people into productive employment with the decent working condition.

The assignment includes two main components:

  •  An assessment of the Embassy of Sweden in Monrovia employment and skills development portfolio;[1]
  • Examination of Liberia’s current TVET/youth economic empowerment environment.

Purpose and objectives

The objective of the study is to:

a. Assess the results and plans of the employment programmes PROSPECTS 2 and 3 and EPAG IV, as well as GROW, LSFRP 2 and 3, UN Women and KtK WEE, and other identified programmes. Document lessons learned and best practices, assess possible synergies and possibilities for projects to collaborate.

b. Assess current TVET/youth economic empowerment environment and initiatives in Liberia. Determine challenges and opportunities to youth employment and vocational training and recommend viable TVET/youth empowerment model that can enhance young people skills development, entrepreneurship and productive employment.

The purpose of the in-depth study is to:

a. Provide guidance to the Embassy on how to proceed with youth empowerment programmes, within the present context in Liberia and within the framework of the Swedish Development Cooperation Bilateral Strategy with Liberia;

b. Provide guidance to the Embassy in making decisions on additional support to TVET and youth employment initiatives including in other programmes in the portfolio related to employment and economic opportunities; and

c. Contribute to the Embassy thinking and actions in support to enhancing opportunities and tools for especially women and young people into productive employment with the decent working condition.
