Global Study on Decentralisation capabilities (including e-Governance potentialities) in Moldova

EU support to decentralisation in Moldova focused on the establishment of a policy environment conducive to a more effective and cost-efficient decentralisation, and on the required strengthening of institutional capacities enabling authorities at sub-national level to fulfil service delivery functions mandated by law. Further EU assistance aims at countering flypaper effects and at strengthening credible mechanisms of transparency and accountability at political, institutional and budgetary levels including publicly verifiable mechanisms for the regular monitoring of relevant policies and responsibilities at subnational levels.

In the above framework, fiscal (budgetary) decentralisation is therefore a critical but necessary pillar towards the progressive build-up of a credible accountability culture towards (i) citizens and firms, (ii) central government’s transfers of resources and (iii) public sector responsibilities in a medium-term perspective requiring a viable compromise at general government level between fiscal consolidation and countercyclical actions.

The overall goal of this assigment was therefore to strengthen the quality of decentralisation via a more effective and cost-efficient public administration. The specific objective was to assess the current situation concerning functions, constraints and potentialities of subnational authorities in the framework of the ongoing decentralisation reform process and, in doing so, to pay a specific attention on needs, responsibilities and potentialities related to the e-Transformation process.
