EUROBRAZIL

The overall aim of the project was to modernize the public administration in terms of the overall civil service ambitions of government and in particular to capacitate the client Ministry to take on a lead role in this endeavour. The project was therefore a part of the wider public administration reform. Support should be given to administrative reforms and procedures, in new capacity development strategies and programmes and especially the Brazil government training institute, to support the client ministry in developing strategic programmes in close collaboration with the states and the municipalities and to provide the Ministry with best practices in areas incrementally ed. The last objective was often realized by a combination of lectures at place and study tours to different countries in Europe, preferably the countries represented by the members of the consultant consortium. These study tours were a dominant feature of the programme and were designed differently, due to the specific expectations defined by the client Ministry. A study tour was usually implemented by two consortium members, so that the participants were exposed to different EU countries, to see similarities and differences. Depending on the focus of each study tour, the countries with the best experiences and practices were ed. The consultants did not take over any reform area, but were given tasks to support the internally driven reform ambitions.

The project was designed to be based on needs and was developed on a year per year basis in a close dialogue with the project secretariat set up by the Ministry. This secretariat set up the priorities and components of the project, endorsed by the EU representative and negotiated with the consortium of the consultants. The main profile of the project was planning, human resource management, information and public participation, civil service reform strategies, EU integration in so far as what could be a learning experience for the Brazilian public administration, transparency, net working, result based management and public service ethics.

The base of the Consultant supported programme was 2 long term advisors, placed in Brasilia of which SIPU International provided one long term advisor. The project was anchored within the ministerial Planning Secretariat.
