EU-Georgia E-Governance Facility

The project aim at sustaining and accelerating the pace of e-Governance and ICT applications in Georgia, narrowing the gap with European Union country indicators. It provides the four key beneficiaries with technical assistance aimed at implementing e-Government applications enhancing the functionality of Government institutions at central and local level to better serve the citizens and businesses. ORGUT supports the project component related to the National Agency of Public Registry (NAPR), Continuously Operating Reference Stations (CORS).

The Component aims to support the production of high quality coordinates from measurements with Global Navigation Satellite System technology and CORS infrastructure and establishment of a national geodetic reference system based and connected to the European Terrestrial Reference System 1989 (ETRS89). With considerable success, the National Agency of Public Registry is pressing ahead with the expansion of the electronic management principles and, accordingly, has installed 16 GNSS CORS nationwide in order to provide a tool for efficient and accurate cadastral surveying and other positioning applications. The project was being financed by the Swedish International Development Cooperation Agency (Sida) and the World Bank (WB).

The establishment of a CORS network will help to significantly improve the situation, through providing nationwide access to high quality co-ordinates by GNSS- or combined GNSS/total station measurements. It will enable NAPR to have more accurate and reliable cadastral information and to introduce modern satellite positioning methods for cadastral surveying and position applications. The CORS network will make it possible to perform surveys by much faster methods and less expensive equipment. Surveying companies owing GNSS equipment will be able to reduce their measurements costs by 50%. That reduction will also greatly improve the capacity NAPR to delineate precisely parcel boundaries.

This Project component contributes to finalising the establishment of a nationwide CORS network covering the whole country and ensuring efficient operation of a national geodetic reference system connected to the ETRS 89 and the access of survey service providers to high quality positioning data.
